[Frontend/OpenMP][NFC] Drop uses of BranchInst (#186393) 
In OpenMPIRBuilder::EmitOMPInlinedRegion there are two checks w.r.t.
SplitPos, which appear to be always true. I conservatively left the code
as-is.
