[VPlan] VPEVLBasedIVPHI is a VPSingleDefRecipe.

VPEVLBasedIVPHIRecipe inherits from VPSingleDefRecipe. Add
VPEVLBasedIVPHISC to VPSingleDefRecipe::classof to make isa/dyn_cast &
co work as expected.

Split off https://github.com/llvm/llvm-project/pull/67934.
