Add support for the intrinsic @llvm.fptosi.sat.* and @llvm.fptoui.sat.*
- add legalizer for G_FPTOSI_SAT and G_FPTOUI_SAT
- add instructionSelector for G_FPTOSI_SAT and G_FPTOUI_SAT
- add function to add saturatedConversion decoration to the intrinsic
