Revert "[AArch64] Add support for -ffixed-x30" (#88019 )

This reverts commit e770153865c53c4fd72a68f23acff33c24e42a08.

This wasn't reviewed, and the functionality in question was
intentionally rejected the last time it was discussed in
https://reviews.llvm.org/D56305 .
