Updates to 'tosa.reshape' verifier (#87416) ...

This addition catches common cases of malformed `tosa.reshape` ops. This
prevents the `--tosa-to-tensor` pass from asserting when fed invalid
operations, as these will be caught ahead of time by the verifier.
