
Summary: It can be helpful to test behaviour w.r.t locations without having DEBUG_VALUE around. In particular, because DEBUG_VALUE has the potential to change CodeGen behaviour (e.g. hasOneUse() vs hasOneNonDbgUse()) while locations generally don't.
