[MLIR][Affine] Extend getVectorReductionOp to support xor/maxnumf/minnumf (#163310 )

This PR extends the `getVectorReductionOp` function, which is used by
the affine vectorizer, to also recognize and support
`xor/maxnumf/minnumf` reduction operations.
