[libc] Add Jeff Bailey to Maintainers.rst (#186662 )

Add Jeff Bailey as a maintainer for General Maintenance and
Documentation. Jeff has been contributing to LLVM-libc since January
2022. This addition was discussed at the most recent LLVM-libc meeting
with no objections raised.

LLVM libc
=========

This directory and its subdirectories contain source code for llvm-libc,
a retargetable implementation of the C standard library.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
