The first crash reported in the bug report 44338.

Condition `!isSat.hasValue() || isNotSat.getValue()` here should be
`!isNotSat.hasValue() || isNotSat.getValue()`.
`getValue()` here crashed when we used the static analyzer to analyze
postgresql-12.0.
