[VPlan] Move EVL memory recipes to VPlanRecipes.cpp (NFC)

Move VPWiden[Load|Store]EVLRecipe::executeto VPlanRecipes.cpp in line
with other ::execute implementations that don't depend on anything
defined in LoopVectorization.cpp
