[LoopVectorize] Address comments on PR #107004 left post-commit (#109300 )

* Rename Speculative -> Uncountable and update tests.
* Add comments explaining why it's safe to ignore the predicates when
building up a list of exiting blocks.
* Reshuffle some code to do (hopefully) cheaper checks first.
