[lldb] Remove check for LLDB_ENABLE_PYTHON in SWIGPythonBridge.h (#182326)
The header guard is redundant because
`source/Plugins/ScriptInterpreter/CMakeLists.txt` already gates the
entire `Python/` subdirectory behind `LLDB_ENABLE_PYTHON`.
