Reverting commit b09d44b6ae0901865a0d4b2a0cf797c3cd34eeeb, since it breaks
the windows bots: https://lab.llvm.org/buildbot/#/builders/83/builds/4993

It seems to crash the `TestIRMemoryMapWindows.test` test.
