[libc] Fix incorrect macro usage in shared/sign.h (#150140) 
This patch corrects the `using`-declaration in `libc/shared/sign.h`.

The previous change (#150083) incorrectly used the `LIBC_NAMESPACE_DECL`
macro. This is corrected to use `LIBC_NAMESPACE`.

[libc] Expose the Sign type for shared use (#150083) 
This patch exposes the internal `Sign` type for shared use by other LLVM
subprojects, following the pattern established by `FPBits`.

The `FPBits` utility is exposed via `libc/shared/fp_bits.h`. However,
its public interface relies on the `Sign` type for, e.g., creating
signed infinities and returning the sign of a value. Currently, users of
the shared `FPBits` have no way to access the `Sign` type.

Following the existing pattern for sharing `libc` utilities, this patch
adds a new public header `libc/shared/sign.h`. This header simply
includes the internal `src/__support/sign.h` and brings the `Sign` type
into the `shared` namespace.

[libc] Make RPC server handling header only (#131205) 
Summary:
This patch moves the RPC server handling to be a header only utility
stored in the `shared/` directory. This is intended to be shared within
LLVM for the loaders and `offload/` handling.

Generally, this makes it easier to share code without weird
cross-project binaries being plucked out of the build system. It also
allows us to soon move the loader interface out of the `libc` project so
that we don't need to bootstrap those and can build them in LLVM.

[libc] Make the RPC headers work when included from CUDA or HIP (#120016) 
Summary:
In order for this to work with CUDA we need to declare functions as
__host__ and __device__ while also making sure we only call the GPU
functions during the CUDA / HIP compile stage.

[libc] Move libc server handlers to a shared header (#117908) 
Summary:
We can simply include this header from the shared directory now and do
not need to have this level of indirection. Simply stash it with the
other libc opcode handlers.

If we were able to move the printf handlers to the shared directory then
this could just be a header as well, which would HEAVILY simplify the
mess associated with building the RPC server first in the projects
build, then copying it to the runtimes build.

[libc] Remove RPC server API and use the header directly (#117075) 
Summary:
This patch removes much of the `llvmlibc_rpc_server` interface. This
pretty much deletes all of this code and just replaces it with including
`rpc.h` directly. We still maintain the file to let `libc` handle the
opcodes, since those depend on the `printf` impelmentation.

This will need to be cleaned up more, but I don't want to put too much
into a single patch.

[libc] Move RPC interface to libc/shared to export it (#117034) 
Summary:
Previous patches have made the `rpc.h` header independent of the `libc`
internals. This allows us to include it directly rather than providing
an indirect C API. This patch only does the work to move the header. A
future patch will pull out the `rpc_server` interface and simply replace
it with a single function that handles the opcodes.

[libcxx][libc] Hand in Hand PoC with from_chars (#91651) 
Implements std::from_chars for float and double.

The implementation uses LLVM-libc to do the real parsing. Since this is
the first time libc++
uses LLVM-libc there is a bit of additional infrastructure code. The
patch is based on the
[RFC] Project Hand In Hand (LLVM-libc/libc++ code sharing)
