a4a3ac10cb [AMDGPU] Remove extract_subvector patterns 
Removing them seems to slightly increase code quality as well as
simplifying both the tablegen and C++ parts of the code.

62531518f9 RegAllocGreedy: Add a command line flag for reverseLocalAssignment 
Introduce a flag like for some of the other target heuristic controls
to help with experimentation.
