We have a new policy in place making links to private resources
something we try to avoid in source and test files. Normally, we'd
organically switch to the new policy rather than make a sweeping change
across a project. However, Clang is in a somewhat special circumstance
currently: recently, I've had several new contributors run into rdar
links around test code which their patch was changing the behavior of.
This turns out to be a surprisingly bad experience, especially for
newer folks, for a handful of reasons: not understanding what the link
is and feeling intimidated by it, wondering whether their changes are
actually breaking something important to a downstream in some way,
having to hunt down strangers not involved with the patch to impose on
them for help, accidental pressure from asking for potentially private
IP to be made public, etc. Because folks run into these links entirely
by chance (through fixing bugs or working on new features), there's not
really a set of problematic links to focus on -- all of the links have
basically the same potential for causing these problems. As a result,
this is an omnibus patch to remove all such links.
This was not a mechanical change; it was done by manually searching for
rdar, radar, radr, and other variants to find all the various
problematic links. From there, I tried to retain or reword the
surrounding comments so that we would lose as little context as
possible. However, because most links were just a plain link with no
supporting context, the majority of the changes are simple removals.

After looking at this further I think the Ananas support should be removed.
They stopped using Clang. There have never been any releases either; as in
source only, and the backend is not maintained.

C2x was finalized at the June 2023 WG14 meeting. The DIS is out for
balloting and the comment period for that closes later this year/early
next year. While that does leave an opportunity for more changes to the
standard during the DIS ballot resolution process, only editorial
changes are anticipated and as a result, the C committee considers C2x
to be final. The committee took a straw poll on what we'd prefer the
informal name of the standard be, and we decided it should be called
C23 regardless of what year ISO publishes it.
However, because the final publication is not out, this patch does not
add the language standard alias for the -std=iso9899:<year> spelling of
the standard mode; that will be added once ISO finally publishes the
document and the year chosen will match the publication date.
This also changes the value of __STDC_VERSION__ from the placeholder
value 202000L to the final value 202311L.
Subsequent patches will start renaming things from c2x to c23, cleaning
up documentation, etc.

As described in [1][2], `-mtune=` is used to select the type of target
microarchitecture, defaults to the value of `-march`. The set of
possible values should be a superset of `-march` values. Currently
possible values of `-march=` and `-mtune=` are `native`, `loongarch64`
and `la464`.
D136146 has supported `-march={loongarch64,la464}` and this patch adds
support for `-march=native` and `-mtune=`.
A new ProcessorModel called `loongarch64` is defined in LoongArch.td
to support `-mtune=loongarch64`.
`llvm::sys::getHostCPUName()` returns `generic` on unknown or future
LoongArch CPUs, e.g. the not yet added `la664`, leading to
`llvm::LoongArch::isValidArchName()` failing to parse the arch name.
In this case, use `loongarch64` as the default arch name for 64-bit
CPUs.
Two preprocessor macros are defined based on user-provided `-march=`
and `-mtune=` options and the defaults.
- __loongarch_arch
- __loongarch_tune
Note that, to work with `-fno-integrated-cc1` we leverage cc1 options
`-target-cpu` and `-tune-cpu` to pass driver options `-march=` and
`-mtune=` respectively because cc1 needs these information to define
macros in `LoongArchTargetInfo::getTargetDefines`.

This reverts commit c56514f21b2cf08eaa7ac3a57ba4ce403a9c8956. This
commit adds global state that is shared between clang driver and clang
cc1, which is not correct when clang is used with `-fno-integrated-cc1`
option (no integrated cc1). The -march and -mtune option needs to be
properly passed through cc1 command-line and stored in TargetInfo.

In a Unicode name was stored in a way that caused
a medial hyphen to be at the end of a a chunk, it would not
be properly ignored by the loose matching algorithm.
For example if `LEFT-TO-RIGHT OVERRIDE` was stored as
`LEFT-` [...], the `-` would not be ignored.
The generators now ensures nodes are not cut accross
medial hyphen boundaries.

Rename -fcuda-approx-transcendentals as
-fgpu-approx-transcendentals and pass it
to both device and host clang -cc1.
Fix its interaction with -ffast-math to allow
-fno-gpu-approx-transcendentals to override
the implicit -fcuda-approx-transcendentals
due to -ffast-math.
Rename the predefined macro to be
__CLANG_GPU_APPROX_TRANSCENDENTALS__.
Emit the macro for both device and host compilation.

Currently CUDA/HIP defines their own language standards in
LanguageStandards.def but they are redundant. They are the same as stdc++14.
The fact that CUDA/HIP uses c++* in option -std= indicates that they have the
same language standards as C++. The CUDA/HIP specific language features are
conveyed through language options, not language standards features. It makes
sense to let CUDA/HIP uses the same default language standard as C++.

This implements the v1.0-rc1 draft extension.
amocas.d on RV32 and amocas.q have the restriction that rd and rs2 must
be even registers. I've opted to implement this restriction in
RISCVAsmParser::validateInstruction even though for codegen we'll need a
new register class and can then remove this validation. This also
sidesteps, for now, the issue of amocas.d being different on rv32 vs
rv64.

Also replace aarch64_be-*-eabi with aarch64_be
Using "eabi" for aarch64 targets is a common mistake and warned by Clang Driver.
We want to avoid it elsewhere as well. Just use the common "aarch64" without
other triple components.
