[DirectX] Add support for vector type checking in DXIL Shader Flag Analysis (#150532)
Fixes #150482 by replacing all `Instruction.getType()` in
DXILShaderFlags.cpp with `Instruction.getType()->getScalarType()` to
account for vectors types as suggested by @bogner
