[OpenMP] Emit aggregate kernel prototypes and remove libffi dependency (#186261)
Summary:
This PR changes the handling of the emitted kernels when targeting a CPU
to be a pointer struct.

The old handling emitted a standard function prototype, this
necessitated a target specific ABI to call it because the signature
differed with the number of arguments. Instead, this PR emits a void
pointer to a naturally aligned struct, this is what APIs like `pthreads`
assert.

This allows us to remove all the complexity around launching host
kernels and just pass the argument list.

[OpenMP] Move OpenMP implicit argument to the end and reformat (#185989)
Summary:
We use this `dyn_ptr` argument in Clang/OpenMP to handle the
`KernelLaunchEnvironment`. This is a per-kernel argument used to share
some information. Currenetly, it's prepended to the argument list and we
generate storage for it in the runtime.

This is bad for a few reasons:
1. It changes the ABI by shifting user arguments
2. It cannot be trivially be left uninitialized if unused
3. The runtime must allocate its own memory for it

This PR changes it to be appended instead. Additionally, space for this
is always emitted. This means the OMPIRBuilder itself will provide the
storage, we simply need to populate it in the runtime if it is used.
This means that if it's unused we don't always pay the cost and it's
easier for non-OpenMP users to ignore it.

Backward compatibility is maintained by auto-upgrading the kernel
arguments. In `libomptarget` we completely allocate a new buffer to
store this in the new format. The plugins still need to respect the old
ABI of the called device object, so we simply rotate it if it's the old
version.

[Offload] Unify offloading entries into a single section (#125731)
Summary:
This patch unifies the existing offloading entires into a single section
called `llvm_offload_entires`. This lets us use a more unified
offloading infrastructure so that all targets share the same handling.
The effect is that people in the runtimes now need to check if the kind
is what they expect, but the expectation is that you can combine
multiple potential providers into a compile job. Doesn't fully work
yet because of other runtime issues, but some day. Mostly this helps the
future of liboffload where we want to handle different languages than
OpenMP.

[Offload] Rework offloading entry type to be more generic (#124018)
Summary:
The previous offloading entry type did not fit the current use-cases
very well. This widens it and adds a version to prevent further
annoyances. It also includes the kind to better sort who's using it.

The first 64-bytes are reserved as zero so the OpenMP runtime can detect
the old format for binary compatibilitry.

[Offload][NFC] Remove omp_ prefix from offloading entries (#88071)
Summary:
These entires are generic for offloading with the new driver now. Having
the `omp` prefix was a historical artifact and is confusing when used
for CUDA. This patch just renames them for now, future patches will
rework the binary format to make it more common.

[Offload] Initial support for registering offloading entries on COFF targets (#72697)
Summary:
This patch provides the initial support to allow handling the new
driver's offloading entries. Normally, the ELF target can emit varibles
at C-identifier named sections and the linker will provide a pointer to
the section. For COFF target, instead the linker merges sections
containing a `$` in alphabetical order. We thus can emit these variables
at sections and then emit two variables that are guaranteed to be sorted
before and after the others to traverse it. Previous patches
consolidated the handling of offloading entries so that this patch more
easily can handle mapping them to the appropriate section.

Ideally, the only remaining step to allow the new driver to run on
Windows targets is to accurately map the following `ld.lld` arguments to
their `llvm-link` equivalents. These are used inside the linker-wrapper,
so we should simply need to remap the arguments to the same
functionality if possible.
```
-o, -output
-l, --library
-L, --library-path
-v, --version
-rpath
-whole-archive, -no-whole-archive
```

I have not tested this at runtime as I do not have access to a windows
machine.

This patch was adapted from some initial efforts in
https://reviews.llvm.org/D137470.

[OpenMP] Introduce the KernelLaunchEnvironment as implicit argument (#70401)
The KernelEnvironment is for compile time information about a kernel. It
allows the compiler to feed information to the runtime. The
KernelLaunchEnvironment is for dynamic information *per* kernel launch.
It allows the rutime to feed information to the kernel that is not
shared with other invocations of the kernel. The first use case is to
replace the globals that synchronize teams reductions with per-launch
versions. This allows concurrent teams reductions. More uses cases will
follow, e.g., per launch memory pools.

[OpenMP][OMPIRBuilder] Rename IsEmbedded and IsTargetCodegen flags
This patch renames the `OpenMPIRBuilderConfig` flags to reduce confusion over
their meaning. `IsTargetCodegen` becomes `IsGPU`, whereas `IsEmbedded` becomes
`IsTargetDevice`. The `-fopenmp-is-device` compiler option is also renamed to
`-fopenmp-is-target-device` and the `omp.is_device` MLIR attribute is renamed
to `omp.is_target_device`. Getters and setters of all these renamed properties
are also updated accordingly. Many unit tests have been updated to use the new
names, but an alias for the `-fopenmp-is-device` option is created so that
external programs do not stop working after the name change.

`IsGPU` is set when the target triple is AMDGCN or NVIDIA PTX, and it is only
valid if `IsTargetDevice` is specified as well. `IsTargetDevice` is set by the
`-fopenmp-is-target-device` compiler frontend option, which is only added to
the OpenMP device invocation for offloading-enabled programs.

8c1449a84d [OpenMP] Make kernels have protected visibility
This patch changes the kernels generated by OpenMP to have protected
visibility. This is unlikely to change anything functionally. However,
protected visibility better matches the behaviour of these GPU kernels.
We do not expect any pending shared library load to preempt these
kernels so we can specify a more restrictive visibility.

532dc62b90 [OpaquePtrs][Clang] Add -no-opaque-pointers to tests (NFC)

intended to be part of the migration approach described in
https://discourse.llvm.org/t/enabling-opaque-pointers-by-default/61322/9.

The patch has been produced by replacing %clang_cc1 with
%clang_cc1 -no-opaque-pointers for tests that fail with opaque
pointers enabled. Worth noting that this doesn't cover all tests,
there's a remaining ~40 tests not using %clang_cc1 that will need
a followup change.

b9f67d44ba [OpenMP] Replace device kernel linkage with weak_odr
Currently the device kernels all have weak linkage to prevent linkage
errors on multiple defintions. However, this prevents some optimizations
from adequately analyzing them because of the nature of weak linkage.
This patch replaces the weak linkage with weak_odr linkage so we can
statically assert that multiple declarations of the same kernel will
have the same definition.

4b343fd84c [Clang][OpenMP Offload] Create start/end symbols for the offloading entry table with a help of a linker
Linker automatically provides __start_<section name> and __stop_<section name> symbols to satisfy unresolved references if <section name> is representable as a C identifier (see https://sourceware.org/binutils/docs/ld/Input-Section-Example.html for details). These symbols indicate the start address and end address of the output section respectively. Therefore, renaming OpenMP offload entries section name from ".omp.offloading_entries" to "omp_offloading_entries" to use this feature.
