[DAG] ComputeKnownBits - set low bit to zero for ADD(X,X) (#186461) 
ADD(X,X) is equivalent to SHL(X,1), so bit[0] is always zero.

This allows downstream folds like `and(add(x,x), 1) -> 0`.
